Under section (2) of my MB manual on Configuring SATA Hard drives,
Step 2 is "Configuring SATA controller mode and boot sequence in BIOS
setup"..

The manual states to go to integrated peripherals > Serial-ATA RAID
Config and then to ensure that NV SATA RAID function is enabled.

It states to skip the next section (3) entitled "Configuring RAID set
in RAID BIOS", if not creating raid array.

So do I still set NV SATA RAID function to "enabled" in step 2 if I'm
not creating RAID array ?

I will only have one Serial ATA hard drive initially and do not yet
want to set up raid function.

Yes you still need to enable it.
