configure user's desktop in TS

I have users connecting to a W2k TS to run a specific application. I need
to remove all icons from the desktop for everyone in the users group. The
problem I have is that this TS is in a workgroup and I would like to keep it
that way. So how do I control what users can do w/o Group Policies?

If the users are "connecting to a W2k TS to run a specific application" you can Specify a program to start when a user logs on in their user account and is their shell, so they don't use explorer at all

That helps but I just found out that the users are going to be using XP Pro.
You can't specify a program to start with Pro.
