I had a catastrophic computer problem and did a fresh install of all
software. Now when I run Outlook 2003 and hit send/receive, I get a message
in the box that Windows is configuring Publisher 2007. Whether I let this
process finish or hit cancel it still returns every time I run Outlook and do
a send/receive.

What is happening here. This seems mighty strange to me.

its corrupt installer. since letting it finish doesn't stop it, try doing
detect and repair in outlook. if that fails you'll need to remove the
installer cache.
