how to configure link bar

I have a web site and noticed that when I select the various items on the
link bar they open up on the same window except for two of them. These two
rather than open in the same window, open another IE window.

I have been configuring Hyperlinks different ways to sometimes open in same
window or new, but can't figure out where to see how to change the link bar
in terms of why some are in same window and two are in new windows?

Nav/link bars are not targetable (separately)

I have home, news, games, etc...

When I go from home to news, it stays within the same window. When I select
home to go back it stays in the same window.

When I go from home to games it stays in the same window. When I go back to
home it opens a new window?
