That's the default I think.

DNS MMC (dnsmgmt.msc), server-right-click properties,
Advanced tab, check box.

Enable Round Robin in DNS server properties the add the records you are
going to have published using round robin it will alternate handing them out
on a per request basis.
This behavior is described in the DNS help file
