I want an extra space between each numbered list item so that when I print my
list out, I have some room to hand write answers to each numbered question. I
don't want the entire document double spaced though, just the breaks between
different number/bullet points. I have looked through Word 2007 settings and
the help glossary, but don't see an option to adjust vertical spacing between
number points while still retaining single spacing for those lines within
each number point.

The best way is to use a dedicated style, such as List Number or List
Bullet, for the numbered and bulleted lists and apply Spacing After to that
style. Or you can modify the List Paragraph style.
