I have to use Outlook Web Access because of work, but would rather use my
Outlook 2003 that is loaded in my PC since it has better and more options.
Is there a way to configure my Outlook to retrieve and send emails from my
Web Access email account?

I take it your laptop is not issued by your workplace and is not part of the
domain?

If this is the case, you would have to ask your system administrator whether
or not they would allow it.

Likely they will not since

1) It's not company issued and they have no way of controlling what you
install/uninstall/do that might conflict or impair the function of Outlook.

or

2) The security of the laptop can't be guaranteed and since there would be
company information contained in email, if the laptop was compromised or
stolen there would be a major liability issue since it's a personal laptop.

or

3) The only method they allow is VPN because they would of course have the
network fully-protected which would require special software and likely the
standard is only to install that on company-issued laptops. That way they
have more control.

In any case, you would have to discuss this with them.

Its a little bit different than any of the options you stated. I am not an
employee of the company I am an independent contractor that works exclusively
for this one company, similar to a franchise. I have my own computer
equipment and all my work is over the internet using their downloaded
software applications.

I spoke with a tech in the system administrator department, but they were of
limited use. They gave me some sort of an access code like:
a12345-abc1234-z. And then told me to get an IT person to come take care of
it using that code. I would like to avoid paying a $100-$200 for what should
be a simple fix.

Any suggestions???

An access code to what? Software? A connection? What type of software or
connection? Weren't they more specific for you?
