After uninstalling and then later reinstalling MS ASW, I couldn't save any
configuration changes. When I went back into the UI, changes weren't there.
Also, everytime I started up the UI, I was taken to the first-time setup
routine.

When I uninstalled again and reinstalled, the problem continued. I found
that the uninstallation was not removing the Microsoft Antispyware folder
from Program Files directory. There were a number of remaining files and
folders. Unfortunately I didn't note them. Just now, I uninstalled and this
time only found 8 .gcd files remaining.

When I uninstalled, manually removed the Microsoft Antispyware folder from
Program Files, and reinstalled, the problem stopped occuring.

Microsoft AntiSpyware Version: 1.0.701
Product ID: 76831-000-0000012-00123

Thanks--in fact, for that specific symptom, you can get away with just
renaming or deleting this particular .gcd file:

gcUserData.gcd

Excellent troubleshooting! This is a bug--and yet another that will be gone
with beta2.
