Configuration error & Virtual directory

I get this configuration error sometimes when trying to call up a
default.aspx or index.aspx homepage on my localhost IIS machine:

Description: An error occurred during the processing of a configuration
file required to service this request. Please review the specific error
details below and modify your configuration file appropriately.

Parser Error Message: It is an error to use a section registered as
allowDefinition='MachineToApplication' beyond application level. This
error can be caused by a virtual directory not being configured as an
application in IIS.

Go into IIS and right click on the virtual directory where your site is and go to properties. On that first dialogue you will see a button that says Create Application. Just click that button to Create the Application. Then it should work.
