How do I configure a user in XP Pro so that they can install windows updates
but not install other programs?

And if I can't do that, how do I configure a user so they can run programs,
but cannot install programs?

Look under Help and Support
Type in Add New User

Oh My Gosh ALL you need to know is right there on your own computer!
