config.nt & autoexec.nt

Does someone know, when a DOS box (window) is opened in XP, are
config.nt and autoexec.nt always initiated? If not, how are they
invoked?

I am trying to get more base memory for a dos based word processor thats
throwing fits because of low memory.

Make a "ms-dos" shortcut to start the program and then set the memory on
the shortcut properties.
