Conditional greeting about website updates?

I'm using FP 2003.

I'd like to conditionally greet someone opening my website with a message
that says:

"Welcome to www.wpcdurham.org. Updates have been made since your last visit.
Click here for recent updates."

the condition being that the date of their last visit is previous to the
date of my last update (the last update date being a parameter I set).

(I have a page http://wpcdurham.org/recent_updates.htm that lists links to
updates.)

I've tried searching for such a feature w/o any luck, looking for cookies,
etc.

Any help would be greatly appreciated.
