Download a Windows installer update.

it still says when you try to install something your computer maybe in safe
mode or windows installer is not properly installed

If you use/goto the Windows Update site it will automatically
check for the most recent update of Windows Installer.

Other option is to search for a file named MSI.DLL, the version should be:
3.1.4000.2435

it wont let me down load a theme of zune.net it says my pc is in safe mode or
windows installer is not installed properly
