Computers Near Me acts like Entire Network

I have searched through the MS KB and have also searched the
newsgroups for this one and I can't seem to find an answer...

Platform: Win2k
Problem: When My Network Places is opened, Add Network Place, Entire
Network and Computers Near Me all appear. However, when Computers
Near Me is clicked on, the shortcut takes the user to the Entire
Network contents instead of taking the user to the view of other
computers in the same workgroup.

Methods tried:
1) Change workgroups and return: bzzzt
2) Remove and reinstall File and Print sharing service: bzzzt
3) Remove all user.dat files, preferences, etc.: bzzzt
4)HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\NoComputersNearMe:
bzzzt

Any suggestions/help would be greatly appreciated. Thank you.

<snip>

Well, one thing I found is that the "NetHood" folder (hidden) is not
being created nor populated when users a created. If I copy that
folder and the contents to the user's dir, the Computers Near Me
shortcut works. Now to find out why the Nethood folder isn't being
created...
