Here are a few options:
a) Wait until msconfig.exe becomes available, or
b) Perform a repair installation, or
c) Install Win2000 over the top of the existing installation, or
d) Format the disk, then create a new installation of Win2000.
Option a) is my favourite. Options b) and c) may or may not
solve your problem. Option d) is guaranteed to solve your
problem. You will have to re-install all your applications and
restore your data from backup.
There are other options, e.g. to boot into the Emergency
Console and selectively disable drivers. This requires a good
knowledge of Win2000 and its drivers, and the ability to
work at a Command Prompt level. I would not recommend
it to a novice.
