Anyone experiencing a problem where the computer turns on
whenever the phone rings or the talk button is pressed.
The computer is actually shut down and not in hibernating
mode so I don't understand how this can happen.

All the wake on ring options are indeed turned off for the
modem and network card

Open your BIOS and disable the "Wake on Ring" and/or
"Wake on LAN" feature.
