Computer Turns on After Power Failure

's Computer Specifications

I am using Windows 2000 Professional with Service Pack 4.
I shut the system down using the normal shut down
procedure. If a power failure occurs the computer will
restart when the power is restored. Anybody know how to
prevent this without having to unplug the power cord?

It's a BIOS setting.
