Have you checked that your system date and time are correct?
If this is a cable modem connection that uses an Ethernet connection,
try booting to safe mode with networking and see if cookies will work
in that mode. If so, that means that there is something loading in normal
mode that is causing this issue. If cookies still don't work in safe mode
with networking, then it may be due to some missing or damaged files
or files that have lost their registration.
Do you have a third party firewall installed that may have some cookie
blocking component enabled?
Have you scanned your system with an Anti Spyware program?

You could try running sfc /scannow from Start > Run
You will probably have to insert your XP CD and that utility will
check to see that all system files are in place.
Be aware that if you run a repair install of XP, it will revert your system
to the state of the XP CD that you run the reinstall from. That means
if you presently have XP SP1 installed and the XP CD does not include
SP1 then SP1 will be removed. Also all critical updates will be removed
including the more recent ones that deal with the vulnerability that the
msblaster worm and its variants exploit.
So if you do run a repair install, make sure that your third party firewall
is functioning or that the XP ICF is enabled and then download all
critical updates again. If you are not using a cable modem, you will
