Computer Starts Only in Safe Mode and System Restore Does Not Work Properly

I have a blank screen in Normal Mode (no icons, no start
menu) unless I open in safe mode. And it has nothing to
do with Norton Antivirus, I don't have Norton (which is a
solution I saw in an earlier post). When I try to go to
System Restore, there is nothing there. It is just blank.
