Computer Restarts When Opening Internet Explorer

I have a very wierd problem. Every time I open up
Internet Explorer, my whole computer restarts right away!
I have scanned my PC a couple times already using the
latest DAT files for my Anti-virus program and I have
already scanned it a few times with the 'Stinger' program
(To search for Blaster). Nothing has ever been found, nor
detected. I have unistalled and reinstalled Internet
Explorer and tried using Norton WinDoctor to fix any
Windows problems. Nothing seems to fix it. I am a
advanced IT and I'm stumped on this one. First time for
me, lol. I would appreciate any help that I can get from
anyone. Thanks!

Windows version?

First eliminate any scumware.

mail me. Thanks! So how you resolve your issue? I have the exact same issue. I can't download anything from the internet. I am using my phone. I have malwarebytes and it said I don't have any issues with viruses or spyware.
