Sounds like a hardware problem, not a Windows problem. Take the power
supply to a repair shop and have it tested.
A good way to prove that it isn't the OS is to make a bootable floppy
(
www.bootdisk.com). If it boots ok from the floppy, than it probably is XP.
If it has the same or similar problems, it's hardware.
