Computer is really screwed up

I got a virus on my computer for a short while and then either I or my virus
checker delted wininet.dll. But then thanks to you guys' advice, I installed
wininet.dll
Now when I log on it doesn't even say Explorer.exe cannot run, nothing comes
up. I log in and it takes me to my background with no toolbar or icons. And I
cant use task manager because it has been disabled by my administator (I am
the only user on my computer so that 's wierd). I go into safe mode, and it
takes me to the welcome page where there are two users, My name and
Administrator, so I don't know why there is another one for administator, it
only shows up in safe mode, I guess it had something to do with the virus. In
my name I still can't do anything in safe mode. In administrator's user name,
I can get to icons but then they go away and come back it won't stay and I
can't access any programs. Ctrl+alt+del works for a while, so using that I
got most of my giles onto a floppy disk. But that's all I can do with task
manager.
Furthermore, I put in the Windows XP installation disk and I try to
reinstall Windows, but it says that I cannot install it because I have a
newer version of Windows XP and I will lose all my files. But It won't let me
press "OK", because I don't mind losing the files.
When I typew in SFC /SCANNOW, nothing happens, task manager just disappears.
What can I do to get the computer back and running? Or what can I do to
completely restart the computer from scratch?

Evidently you installed Service Pack 2 - when you do so it "upgrades" the OS
with the result that if you try to use a post SP2 XP CD you receive the note
about a "newer version..." Options: Get a CD with SP2, slipstream your XP
CD or if possible remove SP2 through the control panel.
