Computer Problem due to System Standby

When the laptop resumes from a standby, programs do not open. For example,
when the internet explorer icon is double clicked the program does not start.
The same goes for other programs as well. The laptop needs to be restarted in
order to open programs.
Any ideas how to fix this problem?
