Computer will not start, but goes into a loop.

The morning I started my computer I got the Pentium 4
Picture and after that WindowsXP home adition picture
then it blank out for a moment than it start over again.
I tried the F5 and F8 keys to put the computer into
safemode but nothing happend. What can I do to prevent
this problem, and how I can repair it.

No sound when I start up my computer and when I shut it down I have to go to restart to start up the computer, then when it comes up I go down to start snd shut down mode then it will shut itself off.
