computer will not shut down

When I go to shutdown my computer, windows shuts down but
the computer does not. Then windows automatically
restarts. any ideas???

Disconnect the network cable.
Does the computer now shutdown OK?
If so go to the BIOS
Look for something like "Wake on LAN " or "Wake on ring", normally
under "Power" tab.
Disable them.
