To me, it looks like the computer is going into "power on suspend"
(s1) on boot. I have a generic case with lc-b300atx PS. When i power
on, the Power LED comes on for a second then turns off, the fans spin
up, and on the mobo, the ram LED goes on and the power LED blinks. The
monitor is blank and no beeps are audible. The manual says that the
ACPI led, one i dont have, should be blinking, im thinking the
blinking power light on the mobo means the same thing. The mobo has
wake up on keyboard support, but pressing the keyboard does nothing.
Thanks for any help. Pressing the power button doesnt turn it off, i
need to hold it for about 5 seconds before the fans stop and the power
led on the mobo stops blinking, the ram led stays on. This is the same
amount of time required to bring a suspended computer back from
standby.... Thanks.

What mobo and what OS are you using? If you can get into the BIOS disable
ACPI and any power management things and see what happens.

That's not "boot" yet, that's POST. It is definitely not going into
power saving mode, except the monitor, because the monitor isn't
getting any video signal.

No, it has nothing to do with power management.
You don't mention the system components, but the odds are quite good
that the power supply isn't sufficient, is one of those half-empty $5
specials that is just a "Token" power supply that needs replaced.

On the other hand, we may need more background info... for example,
was this combination of parts working previously or is this a new
build that has _never_ posted before, or ?

I tested another PS that is certified by intel and is working well in another system. I also used that systems powerbutton because the button in the malfunctioning system seems sort of "sticky". Same problem. Is it possible i damaged the CPU when installing the heatsink? It seemed to take too much force to get that second clip on over the socket 370 cpu. Also, i noticed what looked to be very slight discolorations, when viewed at an angle, caused by heat or stress on the CPU surface.

Well the power supply certainly wasn't high quality, so if possible
leave out the questionable power supply to help in isolating the
problem.

Perhaps there's a jumper on the motherboard that needs changed, or the
motherboard's CMOS needs cleared. It's possible you have a dead
motherboard or CPU (more likely the motherboard than the CPU) but I'm
only speculating at this point, there is insufficient data to draw a
conclusion. I would try the best power supply you have and used
another working system to test the CPU, and that working system's CPU
to test the motherboard. Usually it's the motherboard or power supply
that prevents POST, but with a new build a lot of things can go wrong,
like installing standoffs in the case that aren't needed and short-out
the back of the motherboard (often people install a standoff on the
left-side, second from the bottom, which might only be used by mATX
motherbaords, not all full-ATX boards use that standoff.

Check the CPU isn't dead.

Easiest way, is to carefully touch the CPU heatsink after the power comes
on. If it is cold, CPU has failed.

I already checked the CPU that way, but i wasnt sure if that was good
enough. It is hot. I found that when i remove my kingston 256mb 133mhz CL3
memory, i get no memory beeps. Is the memory bad? If it was, shouldnt i
still get beeps even when its installed? I have tried both DIMM slots.

Sounds to me like your video card is gone, I assume that you have the
original boot come up and then it shuts down as it is supposed to be booting
windows? open in safe mode and reinstall graphics card.
