Browsing using IE7 and computer just shut down. Tried restarting and 7 out
of 10 times never makes it past the start up bar before shutting down. Tried
"last known good config..." as well as "safe mode" to no avail. IF it gets
past starting bar starts showing HP cloud background if only for a minute or
two ... and then shuts down

You haven't told us anything about your computer but your description of
the symptoms indicates failing hardware, not software (Windows).

Standard caveat: Testing hardware failures often involves swapping out
suspected parts with known-good parts. If you can't do the testing
yourself and/or are uncomfortable opening your computer, take the
machine to a professional computer repair shop (not your local
equivalent of BigStoreUSA). Have all your data backed up before you take
the machine into a shop.
