Every time I turn on my computer it brings up the Windows XP welcome screen
and then freezes before I have a chance to click on my user name. I can start
up in safe mode but not in any other mode. Can anyone please suggest what I
should do to fix this.

Make sure you are free of virus's/malware, run these in safe mode after
deleting all temp files

Sysclean http://www.trendmicro.com/download/dcs.asp
latest pattern files http://www.trendmicro.com/download/viruspattern.asp
Ad-Aware http://www.lavasoftusa.com/software/adaware/

The article suggests:
To resolve this problem, select the Delete restoration data and proceed to
system boot menu option which enables the computer to perform a normal
restart, instead of performing the restoration process while the computer is
in Hibernate mode.

Problem is I don't get any opportunity to select the Delete restoration data
and proceed. Any otrher ideas?

Press the [F8] key while booting and see if these options appear.

In that case, the MSKB article 294427 does not apply most likely.
