computer crashes as soon as the dvd or cd is accessed

I just built a new computer. Replaced the mb (FATAL1TY FP-I9 SLI), CPU (Intel
E6600, (video card (GeoForce 8600 GT) and hard drive (120gb). Have 2gb
corsair memory (new) installed. Using the same case, dvd writer (HP 840x),
and cd writer (Artec WRR-52X). Installed WinXP Pro using the same disk that I
had for the original computers (built another one with this disk a year ago).
The installation worked fine and windows came up. Went to use the cd to
install the drivers for the mb and the system shut down. Tried the same thing
with the dvd and it shut down again. Device Manager see the drives and says
they are working properly. Everything in Windows works fine unless you try to
access the cd or dvd. I have since replaced the power supply (420w) with a
600w and replaced all the ribbon cables. Still crashes. Since there were no
problems with installing in the cd drive I'm thinking it must be something in
windows itself causing the problem. Any ideas out there? This one is driving
me nuts!
