If your computer was "off" do you mean 'standby' or 'hibernate?' Then, I'd
check the graphics and the power saving features; i.e. the graphics chip or
RAM overheats while the cooling fans are running to slow due to power saving
or 'quiet system' features; when you reboot, the fans work in full thrust
mode thus cooling the video chip.
Otherwise, check your graphics with some utility - you find many on the web.
Also, the voltage might be fluctuating, faulty graphics drivers, no page
file and so on.
