Computer browser problem ("<workgroup> not accessible")

Hello all,

I'm having a lot of trouble getting one machine on my LAN to work
right with the Computer Browser.

I can surf the internet. I can ping myself and others, by IP address or
machine name. I can do shares okay if I enter their addresses directly.
The problem only occurs when a certain machine, Puddleglum, is the
master browser. Both Puddleglum and others work fine when another
machine is the Master Browser.

The specific problem is:

If I go to My Network Places, open Entire Network, and open Microsoft
Windows Network, there is about a ten-sec delay before my workgroup
"HomeFront" appears. Then if I try to open that, then after about
25 sec I get the the notorious error:

The list of servers for this workgroup is not available

To isolate the problem, I powered off everything, and then powered up
only (a) my Netgear router and then (b) Puddleglum, alone on the LAN.
All details that follow concern that state. Everything was done logged
in to my admin account.

Puddleglum is an E-Machines box running XP Home SP 2. This is a fresh
install of XP on a new HD, so it is relatively unpolluted, but I do
have TrendMicro and a Cisco VPN client installed. Both are off in
everything that follows, but still installed.

Diagnostics:

My Computer -> Properties -> Computer Name shows the machine name
"Puddleglum." and the workgroup HOMEFRONT.

Command shell output of ipconfig and nbtstat:

Control Panel -> Administrative Tools -> Services shows "Computer
Browser" and "TCP NetBios Helper" as Started, Automatic, Local
System.

I have seen (at www.michna.com/kb/wxnet) advice to make sure two other
services are running, Internet Connection Firewall and Internet
Connection Sharing. These do not appear in my services list.

At My Network Places -> Properties, there are two local area
connections. One of them is for my Cisco VPN client. The VPN works
fine, but it was not up in any of what I'm describing here. Its
connection is listed as disabled and firewalled.

The other connection is the one we're interested in, for my in-house
LAN. It is listed as Connected, Firewalled. Right-clicking it and
choosing properties, we get to:

On the General tab, "This connection uses the following items", the
list includes:
Client for Microsoft Networks
Trend Micro Common Firewall Driver
Deterministic Network Enhancer
File and Printer Sharing for Microsoft Networks
QoS packet Scheduler
Internet Protocol (TCP/IP).

All of these are checked.

At the Exceptions tab, File and Printer Sharing are checked.

At Windows Security Center, Windows Firewall, the firewall is ON. I
have tried with it OFF, too, with the same result.

At the connection properties, Internet Protocol (TCP/IP), Properties,
Advanced, WINS tab, the NetBIOS setting was "Default". I've
changed that to "Enable NetBIOS over TCP/IP", but it should mean
the same thing anyhow.

I have TrendMicro installed: PC-cillin Internet Security 2007. The TM
Personal Firewall is turned off, but of course various other processes
are still around. I have been avoiding the obvious (uninstall it and
reinstall it after the problem is solved) because TrendMicro gives me
only three installs, and I don't want to burn them up fooling around
with this. FWIW, I have the same product installed on my other box (XP
Media Center) and it works fine.

Any ideas?
