my pc will not let me do things like chage programs ,itried system restore
but it will not let me use it

What happens when you try? What specific error messages do you get?
What do your system event logs report? What specific troubleshooting
steps have you already taken, and what were the results of each?

No one can help if you don't provide at least a modicum of

I AM ALSO HAVING A PROBLEM WITH LOG IN THE ONLY WAY FOR ME TO LOG IN IS UNDER
SOMEONE ELSE. I TRIED TO DOWNLOAD A GAME, MY SCREEN WENT BLACK AND I LOST ALL
OF MY DESK TOP AND ADMINISTRATIVE RIGHTS, CAN NO LONGER LOG INTO MY DOCS

I get the message:

"System restore has been turned off by group policy. To turn on system
restore, contact your domain Administrator."

How do I turn on my system restore. I am set as administrator for my
computer......

Please do not post in all Caps. It's hard to read and considered rude and
shouting.

Also best not to post your new issue as a reply to an old thread. Create a
new post with your issue and include relevant information including the
configuration of the computer, the history of the problem, and specifics of
the problem. For example writing, "CAN NO LONGER LOG INTO MY DOCS" tells
nothing about the problem such as what are you trying to do, how are you
trying to do this, what happens or doesn't happen, any error messages, etc.

review it and resubmit your question as a new thread.
