Compressed folder view

I have discovered today that compressed folder view doesn't work with a
standard account although it works fine in an admin account. Zip files have
no association; no context menu to extract, nothing. This happens with any
standard account. Any ideas why that might be? I assume standard users
should be able to open compressed folders.
