I have a PC that was reloaded just 8 weeks ago and going to the PC today see
that ramdon files across the PC are compressed (blue).
No one claims to have done this, any anyway why would they go deep down into
the WIndows directory to choose some and not others!
The Disk is not set to compress, the folders with compressed files are
partially flagged as 'Compressed'
Can anyone shed any light on why this might be happening? or how to prevent
this feature? thanks

This may happen after cleaning the system: Start > Run: cleanmgr >
Compress Old Files. Either manually or via scheduled tasks:

It doesn't happen at random. Someone ran Disk Cleanup and selected Compress
old files.

you might check the data stamp on the files and try to determine what might have been going on at that time.

In addition to what others have posted...

Windows Updates; C:\WINDOWS\$NtUninstallKB######$ folders will probably be
compressed.
