I found instructions online on how to compose new email by using category-run
distribution lists. Here are the instructions that they say to use:

Go to Contacts in Outlook.
Select View | Current View | By Category from the menu.
Click the desired list category's heading.
Select Actions | Create | New Message to Contact or Actions | Create | New
Meeting Request to Contact from the menu.

However, when I go to "Actions" there is no choice for "Create | New Message
to Contact or Actions"

What am I doing wrong?

You don't have an Actions-> Create-> ... menu at all?
Which options are listed for you?
Which version of Outlook are you using?
