component actions / shared components

I'm creating a merge module custom action for when a component is
installed/uninstalled.

Question:
if the component is shared ( actually appears in this merge module, but the
merge module is installed by two msis)... what should the component action
look like when both msis were installed, one is uninstalled.

The component will be removed only after the unsinstall of all msis that are
using it. Your question is not very clear.
