I need to completely disable Windows Updates. I have downloaded the
template. It has options to configure it to point to a SUS server, but I
need to just disable it. Does anyone know how to do that?

Just configure the policy "configure automatic updates" to disabled. It's
not so difficult to read the explains, isn't it?

There is a service named Automatic Updates
If this is disabled then Windows Update cannot function.
Services can be controlled via GPO settings.
