Compatibility Mode is Gone

Hi if i right klick on a .exe i want to use in compatibility mode and chose
"properties" there is no compatibility Chart at all its gone, and if type
"hcp://system/compatctr/compatmode.htm" in run I cant press Next as it says
becouse the buttons are grayed out.

Im guessing this is becouse of any trojan horse i have got in the past so
that its just some thing changed in the registry how ever been using google
to try and find a solution but I cant find none. What i can find is people
who have hade the same problem but the only advice they get is "re install
windows" and thats just crap i dont beleive a for a bit that there is no way
to save this installation but i cant find it.

So here I am asking you guys and girls is there any one out there who
believe they are the answer to my prayers
