compatibility of jpg file formats

Recently, perhaps as a result of a Microsoft Update, when my
Powerpoint97 program is asked to save a PowerPoint slide as a JPG image,
it saves two files. The larger of the two files can be opened by all
the standard applications. The second file, slightly less than half its
size, can only be opened by Microsoft's "Window and Fax Viewer" and
Microsoft's "Digital Image Pro 10." They cannot be opened with the
older Microsoft Photo Editor, Netscape, Firefox, or Internet Explorer.

Is there a new .jpg file format that does a better job of compressing
images? If so, how does one tell if a file is compressed with the new
format instead of the old format other than by testing to see if can be
opened by an older program?
