Comparing File Modification Dates Across Time Zones

I have to compare file creation date/time for files across time zones,
and am seeing variation where I'd expect to see none.

File A is copied from win2003 server in (US) Eastern Time Zone to a
WinXP machine in the Western Time Zone. Neither file is subequently
modified or changed, but what I'm finding is that a good percentage of
them show a 1 or 2 second difference in last modified date. I'm
recording the last modfied date on the server, and then for the same
file on the remote machine. I've not found any variance in last mod date
that is greater than 2 seconds unless one copy of the file or the other
was actually modified.
