Compare value in column AP with value entered into one of COLs D-

Is there a way to validate that a value, if entered, into column AP is the
same value that can appear only once in columns D-J for the same row? And
then have a comment popup or highlight the value in column AP which does not
match the value entered into columns D-J of the same row?
