company email being blocked somehow

My client is running Windows 2003 Terminal Server with all latest
updates. They are also using Outlook XP for email. All work is being
done on the server.
They recently went to a new email server via a 3rd party company (this
company has been hosting their email and website for a few years). At
the same time, they started adding signatures to their outgoing mail.
The problem is that a couple of users cannot send email to their co-
workers. They can receive and send to everyone else (for example me
and their email provider) and received email from co-workers, but
cannot send anything to their co-workers (as stated).
I seems that the signature is being blocked somehow. If I take the
signature off, it works to their co-workers, if I add it back, it
doesn't work. Why does it go out to everyone in the world, but not
their co-workers. And not everyone is having the problem. I am a wits
end.
It almost sounds as though their is an issue with the mail server, but
I don't know what to look for.

FYI It's Microsoft Outlook 2002 (10.6515.6804) SP3

Anything different about the signature of those that can't send to
workmates?

They might be using wording that is triggering spam filters, or attaching
graphics, sound etc.

Are they sending in plain text or html or rich text?

The only thing that I have notice is that signature might have
different amount of character (like their names). I check how they are
formatted (all the same), plus there is a picture in all their
signatures.

They are sending in rich text.

Change to plain text, see if it makes a difference.

Give them identical sigs to ones that work, maybe it is not their signature,
but their machine

Get them to send email from another machine, maybe it is not their machine,
but their Outlook profile

Investigate.... eliminate... think logically.

I tried plan text, but for whatever reason didn't post that I did.
Sorry about that. That worked for one user, but not the other.
I created a test user on the terminal server and configure outlook and
it tested ok. But I didn't try a signature.

I ended up deleting the terminal service profile for the user that was
still having the issue and rebuilt it. It worked ok for a bit but then
stopped working, very strange. Once we removed the signature, it
started to work again.
