Compact Flash reader problems

I have a new multi-slot flash memory reader to download
pictures from my Compact Flash and SmartMedia cards. It
is plugged into a USB 2.0 slot under Windows XP. The
computer recognizes the reader by showing four removable
storage drives (F,G,H,andI) in My Computer, but will not
read the Compact Flash card. I keep getting a message
that the "Disk is not formatted." The computer will run
the format utility, but at the end, I get a message
that "Windows was unable to complete the format." This
happens with two different Compact Flash cards and a
SmartMedia card. The cards format fine in the camera and
will download fine from the camera. The Device Manager
shows all devices working and no faults. A prior card
reader was working fine until a few weeks ago when I
encountered this problem. I bought a new one thinking
that the old one had gone bad. Now, I'm not so sure.
