Why does this message appear when trying to view posted messages?

Apparently, the original thread or poster has violated the Microsoft Community

Web-based access to MS newsgroups has been FUBAR since the morning of 23
Dec-08.

This problem has NOT affected NNTP-based access to these newsgroups.
