Communicate with Browser

I would like an event outside the browser, such as a file being placed on a
directory, to cause an action to take place in the IE6 Browser.

Can an application or service communicate with a specific instance of an IE6
Browser?

Can a IE6 plug-in be built, preferrably with .Net, that can trap an event
and fire some JavaScript?

Are there any examples or links to information on "Push Technology"?
