I'm sure this question is asked over and over but after searching
through the newsgroup I couldn't find anyone talking about it.

generaly I just want to know how to create an MSI from a regular old EXE
setup program.

Specifically i'm trying to make an MSI of the visio viewer installer.
this technet article talks all about deploying it via group policy but
makes no mention of how to make the required .msi file in the first
place

You can build MSI's by using products such as:

1. Visual Studio Installer v1.1 -
http://msdn.microsoft.com/vstudio/do.../download.aspx
2. InstallShield - http://www.installshield.com
3. Wise Package Studio - http://www.wiseinstaller.com

already built installers in exe format into MSI files. or do these
utilities do that?
