Recently my email was converted to the IMAP account and every time I start
outlook a window shops up that says "Committing changes to local cache" and
it shows a progress bar with counting # of processed headers. This has been
happening more often lately and it sometimes takes several minutes for this
process to be completed.
Are there any solutions to this issue?

Converted from what? How?
Which version of Outlook are you using?

Note that IMAP is a 2-way sync. Changes you make on-line or offline are
replicated to the server and client. Depending on the changes and the
connection speed; this could take some time.

That is how IMAP is supposed to work. Changes you make on your client
are replicated up on the server and visa versa. You are keeping the
folders and items within them in sync between your client and server.
That way, you can see the same setup on different clients that connect
to the same account, probably the primary reason why anyone uses IMAP
over POP.
