commdlg.dll is a 16-bit Windows DLL. Are you sure you
are loading the correct driver?
At any rate, do a search on your hard drive for commdlg.dll,
making sure that system and hidden files/folders are
being shown.
You should have copies of the >same< commdlg.dll in \winnt,
\winnt\system32 and \winnt\system32\dllcache, and
nowhere else.
If you are getting a missing entry point message, make sure
to get rid of any other commdlg.dll files that are floating
around. These are often left over from Win98 upgrades and
can cause a variety of problems (what is colloquially known
as "dll hell".)
