command window from harddisk drive context menu in explorer

When I open the context menu of harddisk drives and floppies in the windows
explorer, the black command window opens for about 2 seconds, nothing
happens, the window closes and afterwards the context menu appears. Does
anybody has an idea why this happens and how to get rid of it?
