command requests don't work

At various and random times, I encounter delays (or outright refusal) of my
Outlook 2003 when I request it to close down, send/receive, forward, etc.,
etc.. I move the cursor to the command location, and I even see a visual
acknowledgement (extra brightness and boxed text of the command) of the
cursor's presence - but when I click it won't do anything. When I continue
to try, it finally works. Any ideas as to what's going on?
